Webster Groves Stormwater Master Plan Update

The City of Webster Groves retained Intuition & Logic Engineering to update the City’s existing Stormwater Master Plan (SMP).

Public Involvement: The public involvement campaign included an online survey tool to collect resident feedback/stormwater complaints. The online survey had a total of 408 respondents identifying stormwater issues throughout the City.

Complaint Site Field Investigation: I&L investigated the 408 identified stormwater issues and walked 2.6 miles of Deer Creek, 2 miles of Shady Grove Creek, and their tributaries to observe channel conditions and reach summaries for potential projects. After our field work was completed, we compiled the field data and reported problem areas into the GIS database to provide a graphic illustration of the identified issues.

Prioritization Methodology: The prioritization methodology establishes a consistent, defensible methodology for ranking Capital Improvement Projects (CIPs) for implementation. The prioritization methodology was developed based on the St. Louis Metropolitan Sewer District’s (MSD’s) Stormwater Projects Prioritization System (SPPS) which calculates a prioritization score based on benefit cost ratio.

CIP Cost Development: The cost development approach focuses on establishing a defensible project budget that will be robust enough to cover design and construction costs and allow the City to reliably budget and plan for implementation. Conceptual quantities and construction limits were developed from available GIS data, aerials, and conceptual site visits. Unit costs were developed from local bid tab databases such as MSD, St. Louis County, MoDOT, as well as other recent bid projects as available to the City and the design team.

CIPs: Each CIP project was summarized on a One Page cut sheet including a description, an exhibit, site photo, cost information, and environmental or permitting considerations for the project.
