Project Description
Stormwater and SWPPP Plan Review – Jefferson County, MO
This project illustrates I&L’s MS4 Phase II Compliance and Water Quality BMP assistance capabilities, among others, in Jefferson County, Missouri. Jefferson County MO is the St. Louis region in Missouri southern gateway, blending small-town rural charm with quick access to urban life. Rich in history yet forward-looking, Jefferson County offers a balanced crossroads of history, industry, natural beauty, and steady growth in Missouri.
Jefferson County retained I&L to perform Storm Water Regulation and Storm Water Pollution Prevention Plan (SWPPP) compliance reviews for development projects submitted throughout Jefferson County, Missouri. To date I&L has completed over 70 plan reviews for the County to confirm the engineer designs are in compliance with County ordinances. I&L coordinates review comments with the design engineers of record until the plan submittals meet the County requirements prior to the County issuing land disturbance permits. I&L has also assisted the County with ordinance reviews and updates to help the County meet ongoing MoDNR NPDES permit requirements.
Construction site runoff can be one of the largest point sources for pollutants and as such, NPDES permit holders are required to address this potential source of pollution in Missouri. In support of the NPDES permit requirements, Jefferson County adopted Chapter 505 Land Disturbance and Stormwater Management which establishes plan preparation requirements for sites that disturb more than 5,000 square feet in designated areas. The ordinance identifies site plan development and construction implementation requirements for proposed construction projects. Each proposed project meeting the disturbance criteria must prepare a plan for the contractor’s use during construction to ensure proper implementation of erosion and sediment control measures.
I&L reviews Owner and Contractor SWPPP documentation and maintains SWPPP records for Jefferson County, Missouri.
